Our leadership team brings decades of hands-on expertise gained from experience both as government and industry leaders.

Alex Alvarado: Alex A. Alvarado is an Acquisitions Program Manager with the United States Space Force Space Systems Command, Los Angeles Air Force Base, California.  Mr. Alvarado is Currently the Lead Program Manager for the Aerospace Federally Funded Research and Development Center (FFRDC). In this role he oversee’s the FFRDC’s Congressionally approved $16.8B portfolio; managing cost, schedule, and performance of the FFRDC. Mr. Alvarado architects the prioritization of Aeorspace FFRDC allocation across DoD, facilitation integration of Space capabilities throughout all Government agencies.

Prior to coming to SSC/S8F, Mr. Alvarado served as the Operation’s Branch Chief for the Special Access Programs Management Office (SAPMO). Mr. Alvarado was also a member of the Program Management & Integration Directorate (PI) and work as the Executive Officer for Mr. Cordell A. DeLaPena, DISES.  In this role, he provided oversight, guidance, and direction to Directorate Leadership, providing tools, services, and personnel to Program Offices with the goal of enhancing overall quality, mission assurance for military, and space programs throughout the center. He was instrumental in the SMC 2.0 reorganizational roleout.   

Mr. Alvarado has also been a Contractor at the Los Angeles Air Force Base Medical Treatment Facility.  He was the program manager overseeing Quality Management with the focus on compliance with The Joint Commission and the Inspector General.  In addition, Alex is also Green Belt Certified and was the lead process improvement facilitator for all major projects throughout SMC (now SSC) facilities, in addition to working with the Air Force Medical Operation Agency, setting Air Force wide standards.

From 2000 to 2011, Mr. Alvarado worked in the Healthcare Industry focusing on Acquisitions and Mergers while managing several divisions within his region.  He also founded a business in 2005 that conducted infant sleep studies.  These studies allowed doctors to better treat preterm infants in the Neonatal Intensive Care Units on their probability of Sudden Infant Death Syndrome (SIDS) at various hospitals throughout the Los Angeles County area.

Jim Monopoli:  Mr. Jim Monopoli is the Founder, President and CEO of Quantech Services Inc. Jim is responsible for leading a mid size professional consulting company providing technical and acquisition support services to the Department of Defense and other Government agencies. Quantech’s service portfolio includes program management, logistics, information technology, engineering, configuration & data management, information assurance, financial management, cost estimating & analysis, earned value management, contract management, acquisition, test and evaluation, HR and administrative support.

Jim has led the growth of Quantech from a two person start-up organization to mid size firm with offices in seven locations and employees in 14 states. Since Quantech’s first Government contract in 1999, Jim has led hundreds of employees from diverse backgrounds and provides his clients with a corporate commitment to excellence in all delivered products and services. Jim has over 30 years of experience in program, financial and cost management and has held senior management positions in both Government and private industry.

Prior to starting Quantech, Jim was a senior manager in a Government service consulting company providing multi-billion dollar life cycle cost studies for Command and Control, Intelligence, Surveillance and Reconnaissance programs. Jim was responsible for strategic planning, resource management, training, and client relationships. Under Jim’s leadership, revenue grew by over 400% and a key long term market position was established.

Jim started his career as a federal employee and dedicated 13 years of service to the US Air Force. Jim held positions within high profile Air Force programs as the lead for requirements planning, budgets management, hardware and software estimating and managing system execution. He led multi-billion dollar life cycle cost estimates for weapons system milestone reviews.
